Like every coin worth having, individual sovereignty has a second side.
John Locke taught that:

The natural liberty of man is to be free from any superior power on earth, and not to be under the will or legislative authority of man, but to have only the law of Nature for his rule.”

Reason and logic show, if natural liberty means being free from a ruler or government, then liberty requires a fundamental responsibility of the individual to secure and provide for himself. I would go this far, the less responsibility one takes for his life and its direction and the more one relies on government for personal safety, success, and happiness, the less liberty that man actually has.
